You can make salt water spray yourself. It's the beach wave look.

Add salt and water into a spray bottle and spray it into your hair after you shower on damp hair. Scrunch it a little and there you have it.

If you want it permanently, you'd have to get a perm. I'd bring in the pictures - even if you described it perfectly some people might not understand.
